This question comes up now and then: Fitting an aftermarket steering wheel; which hub to use?
I use a NRG hub made for the 88-91 Civic/CRX. Other brands should work but I've only personally used this one:

NRG Short Hub 88-91 Civic/CRX
Part number: SRK-190

This type of hub eliminates wheel mounted cruise control buttons but you can keep the horn if you do the following modification:

The horn positive wire was sourced from the cruise control ring connector and uses a brass contact tab that rides on the back of the hub (The gold colored portion shown on the hub above).
There is no ground wire the horn grounds through the steering column itself.

The cruise control ring here gets removed completely so the hub can be fully seated:

This is the copper contact tab. Any old Honda that doesn't have cruise control buttons in the steering wheel will have one of these so they are easy to get from the junk yard. This particular one came out of a 2g lude:

Here is something still available from Honda that should work just as well:

I crimped a small connector to the wire and plugged it directly into the stock connector for the cruise control ring. Make sure it's only touching one pin:

Installed on the column using one of the screws that used to hold the cruise control ring on:

You can see how the NRG short hub matches up with the column covers:
