Seat Belts Don't Retract Properly

2014 Update:
Most people trying this these days report the belts as being completely unavailable, especially the dark gray ones. I'm going to leave this info up for now because you never know if Honda will ship some more over.
Honda seatbelts have a lifetime warranty (U.S.), so that means if yours aren't working right you can get them replaced for free.
"Yes, you can get them replaced if they don't retract well, its a safety issue and the seatbelts are under a lifetime warranty.

If the dealer is giving you trouble just print #1 and take it in. The improper retraction is a safety issue because if you lean forward for some reason while driving then lean back there will be a ton of slack between your chest and the belt.
Keep in mind they won't stock these belts because they are so old and it may take a while for them to get shipped in, so don't expect it to get done the day you take it in."
First you want to go in with a printed copy of that bulletin and try the "nice way". Don't go in with an attitude, just ask them to replace the belts under warranty and show them the bulletin. (Not uncommon for those service writers to be unaware of this warranty.)
Sometimes they will try and tell you no or whatever, at that point you can start threatening to contact Honda, etc. (Honda WILL make them do it too.)
The only cases where they can actually say no is if the belts have obviously been tampered with and if the rest of the car is in such terrible shape it's beyond the "useful life of car".
